I don’t think Tesla is looking to expand assembly capacity right now, they’re only using about 1/5 of the 500,000 p/a Fremont is capable of, and probably won’t max that out until the early-mid 2020s. By that point, there will be some more recently shuttered FCA plants to pick from.

Convert train line to Hyperloop to send batteries. Problem solved. Also, there are tons of shuttered GM factories across the Midwest that Tesla could use, and lots of willing workers.
